Microsoft never tested Office 2011 for Mac on either High Sierra or Mojave. Although some have it working, others do not, so your mileage can and will vary. Microsoft's position is to use Office 2016 or later for Mac, and keep the updates current. The last update to Office 2011 for Mac was in Sept 2017 and was 14.7.7 — just before Microsoft retired the product in Oct. 2017.

You can try reinstalling Office 2011 for Mac, and the apply all updates through 14.7.7 — and reboot. If that does not get it working, then time to upgrade, or try the Softmaker Office for 2018 trial — which can do MS documents natively and has a Mac interface.
